Iván Aleksei Alemán Loza
Graduated from Escuela Libre de Derecho; studies in Taxation Law at Instituto Tecnológico Autónomo de México and Taxes at Universidad Iberoamericana. He also has a Master’s in Public Administration from the Instituto Nacional de Administración Pública.
He held several positions in the Public Federal Administration. He was Vice-president of Supervision of Preventive Processes at Comisión Nacional Bancaria y de Valores; Head of the Legal Affairs of the Ministry of Energy; Technical Secretary to the Director General’ Office of Petróleos Mexicanos, and head of the Advocate-General’s Office of such same institution; Secretary of the Board of Directors of Petróleos Mexicanos and Comisión Federal de Electricidad, and Director General of Legislation and Consultation, Sate-Owned Entities and Trusts at the Fiscal Prosecutor’s Office of the Federation (Procuraduría Fiscal de la Federación).
Broad international experience in bilateral negotiations; multi-lateral forums of analysis in his areas of expertise (Energy Law, Administrative Law and operations with resources derived from illicit sources and financing of terrorism).
In the academic area, he is professor at Escuela Libre de Derecho (undergraduate program), and at Universidad Panamericana (undergraduate and post-graduate programs), he takes part in special programs at Instituto Tecnológico Autónomo de México (specialty), and Instituto Tecnológico y de Estudios Superiores de Monterrey, Santa Fe campus (undergraduate program). He has been speaker in a number of forums, both national and international, in topics with respect to AML/CFT and Energy Law; and has contributed to a number of publications.
Viviana María Santiago López
Graduated from Escuela Libre de Derecho, with honors. She has performed in a number of positions in her area of expertise; in the public sector, she acted as special advisor to the Head of Legal Affairs in the Ministry of Energy and Chief of the Staff of the Vice-president’s Office of Supervision of Preventive Processes of Comisión Nacional Bancaria y de Valores.
She has international experience in bilateral negotiations; multi-lateral forums and analysis of affairs in her area of expertise, such as the International Financial Action Task Force and the Financial Action Task Force for Latin America, representing Mexico in both cases.
In the professional area she has taken part in the incorporation of legal concepts into the Financial Reform, for the strengthening of the preventive regime for money laundering and financing of terrorism, regulatory framework and implementation of the certification process in money laundering and financing of terrorism; preparation of mutual evaluation by GAFI, during the Fourth Round of Mutual Evaluations; official negotiations of the Transboundary Hydrocarbon Reservoirs between the governments of the United States of America and Mexico, as well as the initial drafts of the Energy Reform, in 2012.
She has taken part in a number of foreign trade related matters: unfair competition procedures, such as dumping, consultations regarding the customs regime applicable to client’s activities, procedures regarding verification of origin, Customs Matters Procedures (PAMA, Procedimientos Administrativos en Materia Aduanera), among others.
